The "English" of elementary school changes。2年後の2020年度から施行される新しい学習指導要領で、2011年度から始まった小学5、6年生必修の「外国語活動」の授業が2年早まって小学3、4年生で必修になり、5、6年生ではそれに代わって「英語」が国語や算数と同格の正式な教科に変わる。小学校で初めて英語に触れる学年は現在の5年生から3年生に前倒しになる。通知表では「外国語活動」には成績はつかないが、「英語」には成績がつく。文部科学省では2018年度からの先行実施を求めており、対象になった小学校では2018年4月に3年生に進級する児童で、歌やゲームで英語や海外文化に慣れ親しむ授業が始まる。5年生に進級した児童は英語の日常会話の受け答えによる「聞く」「話す」能力の習得に、音読、ディクテーション（書き取り）による「読む」「書く」能力の習得も加わった授業が始まる。なお、英文法の授業は今までどおり、中学校に入学してから始まる。「英語は早期教育が重要だ」と国が追認したような形の学習指導要領改定を前に、保護者の間で小学校低学年、いや小学校入学前から子どもを英語に触れさせ、準備しようという動きが、にわかに高まっている。その需要に後押しされ、短期間で成長が期待できるビジネスチャンス到来とみて、「キッズの英語教室」は英会話教室など英語教育を専門とする企業だけでなく、少子化に苦しむ学習塾や音楽教室、通信教育など広く教育産業全般、さらには今まで英語にも教育にも縁が薄かった異業種の参入にまでつながっている。対象がキッズでも中・高生でも大人でも、英語教室は基本的に、教室を借りて机と椅子を並べ、先生を雇って生徒にテキストや教材を渡せば、それで開講できる。文部科学省や地方自治体の許認可は不要で、住宅兼用であれば業種の制約が最も厳しい第一種住居専用地域でも開業できる。参入障壁はなく、視聴覚機器と専用教材を備えたLL教室でなければ、イニシャルコスト（初期費用）は低い。英語の教師は日本でもどこの国でも正式な資格があるが、実際は学校ではない民間の教室（私塾）で無資格の先生が英語を教えても、検挙される心配はない。それなら英語が得意で先生になれそうな人材は豊富にいる。「ネイティブ教師」と言っても、アメリカや英国やオーストラリアなど英語圏で生まれ育ったというだけで、資格はない場合がある。そのように参入しやすい上に、クリーンで知的なイメージがあり、周辺地域と良好な関係を築きやすいこの業界も、実は現実は厳しい。経済産業省の「特定サービス産業動態統計調査」によると、2006年に約1,364億円あった外国語会話教室の市場規模は、4年後の2010年には691億円までほぼ半減した。受講生数は956万人から401万人へ58％も減ってしまった。その間、2007年10月にNOVAが会社更生法を申請し、2010年4月にジオス（GEOS）の破産手続が開始されるなど業界大手の倒産が続けて起こった。一部企業の拡大経営のひずみがイメージを悪化させ、それにリーマンショックなどの景気の悪化が加わった。80年代、海外旅行が一般化し、企業の海外駐在員も増え、「帰国子女」「バイリンガル」がもてはやされた頃から「グローバル化」の恩恵をたっぷり受けて成長してきたこの業界にとって、それは地獄のような試練だった。もっとも、2010年を底に外国語会話教室の市場は徐々に回復をみせている。2016年の市場規模は860億円で2010年比で24.4％増加し、受講生数は482万人で20.2％増加した。しかし、増加が続く訪日外国人への対応や2020年の東京オリンピック・パラリンピックの開催など、需要が拡大する要素はあるとはいえ、「過去の栄光」の水準にはまだほど遠い。少子高齢化、通学しなくても語学を学べる通信教育教材やeラーニングの普及も、教室型の回復にブレーキをかけている。経済産業省は全国チェーンなど、比較的大きな外国語会話教室を「サービス業の事業所」として産業調査しているが、生涯学習や市民講座や個人経営の塾まで含めて市場規模を毎年集計しているのが矢野経済研究所の「語学ビジネスに関する調査」だ。それによると、外国語教室全体の市場規模は、2012年度の3,244億円から2016年度の3,490億円まで4年間で7.58％成長した。2017年度は前年度比1.28％増の3,535億円と予測される。その内訳は、言語別では英語が96.89％を占めて圧倒的で、2位の中国語は、訪日外国人数では中国が1位、台湾が3位にもかかわらず、1.19％にとどまる。3位のハングル（韓国・朝鮮語／韓国は訪日外国人数2位）、大学で第二外国語の選択者が多い4位のフランス語、5位のドイツ語は、ともに1％未満にすぎない。外国語教室は、そのほとんどが英語教室だと言っても差し支えない。その外国語教室で、幼児や子ども向けの「キッズ教室」の市場はどれぐらい伸びているのだろうか？ 矢野経済研究所の調査では、2012年度と2016年度を比べると929億円から1,030億円へ10.87％増加と、外国語教室全体の伸びを3.29ポイント上回っている。2017年度は前年度比1.94％増の1050億円と予測され、その伸びも全体を上回っている。ちなみに、2012年度から2016年度までに幼児向け英会話教材の市場は25.30％と大きく伸びた。「英語の必要性は感じるが、教室に通わせると費用がかかるから、うちの子には家の中でできる教材を与えておく」と“独学”させている家庭が、まだ多いらしい。オンラインによる外国語のeラーニング市場は2016年度までの4年間で63.63％という高い成長率を示しており、教室型にとっては手強い相手に浮上してきた。「毎日、聞き流すだけ」など宣伝攻勢も活発化している。ただ、保護者には教室型の学習の効果を強調し、子どもには音楽教室でやっているように「お友だちと一緒に楽しく英語で遊びましょう」とアピールすれば、一人では飽きやすい英語教材の“独学”から「キッズの英語教室」へシフトしてくれる可能性はありそうだ。【次ページ】英会話スクールや教育産業は営業基盤を強化Recommended article
